Microsoft corporate vice president Phil Harrison has told kotaku that if you own an Xbox one game you'll have a unique code that has to be authorised through Internet before playing it and he also added

"The bits that are on that disc, you can give it to your friend and they can install it on an Xbox One," he said. "They would then have to purchase the right to play that game through Xbox Live."
"Let’s assume it’s a new game, so the answer is yes, it will be the same price," Harrison said.
Online selling of used games is done through Xbox Live even through a clear clarification has not  given regarding this issue but rumor's suggest that Microsoft has design of planning an always online Xbox in the past
